This checklist is general information to help users complete lawful transfers. It is not legal advice.

When to use an FFL transfer
Use an FFL when:
- a transfer is required by federal, state, or local law
- the buyer and seller live in different states (common federal rule for firearms)
- you are unsure about the correct process
If in doubt, use an FFL. It is usually the cleanest option.
A) Seller checklist
1) Before listing
Confirm:
- you legally own the item and it is lawful to sell
- the item is not on Prohibited Items
- you can accurately describe the item (model, condition, what is included)
2) Listing fields to fill (recommended)
- Location – city and state
- Category – choose the correct category
- Meetup or shipping – local meetup, ship to FFL, or both
- FFL required – set to “Yes” if you will only transfer through an FFL
- Price – clear and honest
- Photos – clear photos of the actual item and condition
3) How to write “FFL REQUIRED” in the listing
Use a plain, visible line near the top:
- FFL TRANSFER REQUIRED
Then add 1–2 short lines:
- Buyer chooses an FFL in their state (or local area).
- Transfer will be completed through that FFL. Buyer pays transfer fee (unless we agree otherwise).
Optional clarity:
- “I will ship only to an FFL” (if shipping)
- “Local FFL meetup OK” (if local transfer through a dealer)
4) What to verify before you ship or meet
Ask the buyer:
- Are you a resident of [your state]?
- Which FFL will you use? (name + city)
- Is the FFL willing to receive from a private individual, or do they require shipment from an FFL?
If shipping:
- Request the receiving FFL’s shipping instructions.
- Confirm the receiving FFL’s address and preferred carrier.
5) Packaging and shipping (high level)
- Use tracked shipping.
- Photograph the item and packaging before shipment.
- Keep receipts and tracking.
- Follow carrier policies and legal requirements.
6) Keep a basic record
Even if not required by your state, keeping notes protects you:
- date of shipment or transfer
- receiving FFL name and city
- tracking number (if shipped)
- item description and serial number (if applicable)
B) Buyer checklist
1) Before contacting a seller
Confirm:
- you can lawfully possess the item
- the item is lawful in your state and local area
- you are willing to use an FFL transfer (and pay the transfer fee)
2) Pick an FFL first
- Choose a local FFL you trust.
- Ask about their transfer fee and process.
- Confirm they will receive the item:
- from an individual seller (common issue)
- or only from another FFL
3) What to ask the seller (before money or meetup)
- Can you confirm you will ship/transfer only to my FFL?
- What is included (case, magazines, accessories, etc.)?
- What is the condition and round count (if relevant)?
- Are there any known issues or modifications?
4) Before you pay
- Agree on the total cost (price + shipping + insurance if any).
- Confirm who pays the FFL fee (usually the buyer).
- Confirm what happens if the item is damaged or lost in transit.
5) At the FFL
- Bring required identification.
- Follow the dealer’s instructions and your state requirements.
- Do not ask anyone to bypass legal steps.
C) Red flags – walk away
Stop if you see:
- pressure to rush or unusual secrecy
- refusal to use an FFL where it is required or clearly appropriate
- requests for “no paperwork” where paperwork is required
- inconsistent identity, location, or story
- strange payment requests or shipping tricks
D) Suggested listing template (copy/paste)
Use this in your listing description:

What’s included: [List]
Payment: [Describe your agreed method – be clear]
