FFL Transfer Checklist

This checklist provides general information to help ShooterBoard users complete lawful firearms transfers through Federal Firearms Licensees (FFLs). It is not legal advice.

When to Use an FFL Transfer

Use an FFL when:

  • A transfer is required by federal, state, or local law (most commonly for interstate transfers)
  • The buyer and seller live in different states — federal law generally requires firearms to go through an FFL in the buyer’s state of residence
  • Your state law requires FFL involvement even for private intrastate sales
  • You are transferring an NFA item (additional ATF procedures apply)
  • You are unsure about the correct legal process

The rule of thumb: if in doubt, use an FFL. It is the cleanest and safest option for everyone.


A. Seller Checklist

1. Before Listing

Confirm:

  • You legally own the item and it is lawful to sell or transfer
  • The item is not on the Prohibited Items list
  • You can accurately and honestly describe the item (model, caliber, condition, serial number if applicable, what is included)
  • You understand the legal requirements for selling or transferring this type of item in your state

2. Listing Best Practices

Include the following in your listing:

  • Location — city and state
  • Category — select the correct category for the item
  • Transfer method — local meetup, ship to FFL, or both
  • FFL required — clearly state “Yes” if you will only transfer through an FFL
  • Price — clear, honest, and complete (note if price includes or excludes shipping)
  • Photos — clear photos of the actual item showing condition, markings, and any relevant details

3. How to Write “FFL Required” in the Listing

Use a clear, prominent statement near the top of the listing description:

FFL TRANSFER REQUIRED

Buyer selects an FFL in their state (or local area). Transfer will be completed through that FFL. Buyer pays transfer fee unless otherwise agreed.

Optional additions:

  • “I will ship only to a receiving FFL” (if shipping)
  • “Local FFL meetup available” (if you are willing to meet at a dealer for local transfers)

4. Before You Ship or Meet — Verify with the Buyer

Ask the buyer:

  • Are you a resident of [their stated state]?
  • Which FFL will you use? (name, city, state)
  • Has the FFL confirmed they will receive from a private individual, or do they require shipment from another FFL?
  • Does the buyer understand they are responsible for the FFL transfer fee?

If shipping:

  • Request the receiving FFL’s shipping instructions (address, preferred carrier, any specific requirements)
  • Confirm the receiving FFL’s license information if you want additional verification (the buyer can provide a copy of the FFL’s license, or you can verify through the ATF FFL lookup)

5. Packaging and Shipping

  • Use tracked and insured shipping — keep all receipts and tracking numbers
  • Photograph the item and packaging thoroughly before sealing and shipping
  • Follow carrier policies — USPS, UPS, and FedEx each have specific rules for shipping firearms and ammunition
  • Ship only to the confirmed FFL address — do not redirect packages
  • Include a packing slip or note inside the package with basic transfer information (seller name, buyer name, item description)

6. Keep a Record

Even if your state does not require private-sale recordkeeping, maintaining basic records protects you:

  • Date of shipment or transfer
  • Receiving FFL name, city, and state
  • Tracking number (if shipped)
  • Item description and serial number (if applicable)
  • Buyer’s name (as communicated to you)
  • Method of transfer (shipped to FFL, met at FFL, etc.)

Store these records securely.


B. Buyer Checklist

1. Before Contacting a Seller

Confirm:

  • You can lawfully possess the item under federal, state, and local law
  • The item is lawful in your state and local area (some states restrict specific models, features, or configurations)
  • You are willing and able to use an FFL transfer and pay the associated transfer fee

2. Choose an FFL First

Before you commit to a purchase:

  • Select a local FFL you trust
  • Call or visit the FFL and ask about their transfer fee and process
  • Confirm the FFL will receive the item:
    • From an individual (private) seller — some FFLs only accept transfers from other FFLs
    • Via the shipping method the seller will use
  • Get the FFL’s name, address, phone number, and any specific shipping instructions

3. Questions to Ask the Seller

Before sending any money or committing to a deal:

  • Will you ship or transfer only through my FFL?
  • What exactly is included? (case, magazines, accessories, original box, etc.)
  • What is the condition? Any known issues, repairs, or modifications?
  • What is the round count (if relevant)?
  • Can you provide additional photos showing [specific details]?

4. Before You Pay

  • Agree on the total cost: item price + shipping + insurance (if applicable)
  • Confirm who pays the FFL transfer fee (usually the buyer)
  • Confirm what happens if the item is damaged or lost in transit
  • Use a payment method you understand — be aware of scam risks with each method
  • Keep written records of all agreements (messages are fine)

5. At the FFL

  • Bring valid government-issued photo identification
  • Follow the dealer’s instructions and complete all required paperwork (typically ATF Form 4473 and NICS background check)
  • Follow any additional state requirements (waiting periods, permits, registration, etc.)
  • Do not ask the FFL or anyone else to bypass any legal step

C. Red Flags — Walk Away

Stop the transaction immediately if you see:

  • Pressure to rush, act immediately, or skip steps
  • Refusal to use an FFL where it is required or clearly appropriate
  • Requests for “no paperwork” where paperwork is legally required
  • Inconsistent stories about the item, identity, or location
  • Strange payment requests: gift cards, cryptocurrency to unknown wallets, wire transfers, overpayment with refund requests
  • Seller or buyer refuses to answer reasonable questions
  • Requests to ship to an address that is not an FFL
  • Any indication that the other party may be a prohibited person

Trust your instincts. If something feels wrong, stop.

Use this template in your listing description:

Buyer selects an FFL in their state. I will ship to the receiving FFL 
(or meet at a local FFL if we are in the same area). Buyer pays transfer
